The Diagnostic and Statistical Manual of Mental Disorders, Fifth Edition (DSM-5) uses the conceptualization of psychopathology to make psychiatric diagnoses operational. The use of explicit operational criteria appears to be based on an implicit neo-positivist epistemology. Operationalism involves an excessive focus on quantitative descriptions of behavior manifestations, contesting that psychopathology is understood as a deviation from the normal or the average in a given population. Consequently, the normal and the psychopathological become homogeneous. Our analysis investigates if this neo-positivist epistemology narrows (...) psychopathology conceptualization and endanger integration with the hybrid biopsychosocial model of psychiatry. Based on Georges Canguilhem’s theorization of a qualitative approach to the individual organism who is in a state of morbidity, we show that the (psychiatric) pathology also contains differences in quality. Moreover, that humans are norm-producing organisms that actively respond to changes in their internal and external environment. In this regard, the operationalization of mental disorders could include the normativity in humans, i.e., the ability to produce norms. We argue this will mitigate the one-sided psychopathology conceptualization and strengthen the relationship between psychiatric nosology and psychiatry’s hybrid biopsychosocial model. (shrink)

ABSTRACTSome suggest that the duty of humanitarian intervention should be discharged by states that are historically responsible for the occurrence of violence. A fundamental problem with this suggestion is that historically responsible states might be ill-suited to intervene because they are unlikely to enjoy support from the local population. Cécile Fabre has suggested a way around that problem, arguing that responsible states ought to pay for humanitarian interventions even though they ought not to take part in the military operations. We (...) claim that Fabre’s idea is subject to two concerns. First, the duty to perform might not be appropriately transferrable from the historically responsible state to another state because it would allow the primary duty bearer to escape the worst costs of intervention. Second, an intervention might be as unlikely to generate local support when a historically responsible state pays for an intervention as when it performs it. The objective of this paper is to develop a novel account of how the duty to undertake humanitarian intervention should be assigned to states. It takes as its point of departure two worries about the best existing answer to this question, namely: that it is insensitive to historical considerations, and that its distribution is unfair. Against this background I propose that the duty to intervene should be assigned to states based on the strength of their claim to reject the burden (...) of intervention. Specifically, I argue that the strength of such claims should be determined by ability to intervene effectively, adjusted for historical responsibility for the rights-violations taking place, and the extent to which their capacity for intervention derives from resources tainted by historical rights-violations. This approach, I will argue, can better accommodate the centrality of protecting the victims while also taking into account both historical and distributive concerns. (shrink)

Which harms and benefits should be viewed as relevant when considering whether to launch cyber-measures? In this article, we consider this question, which matters because it is central to determining whether cyber-measures should be launched. Several just war theorists hold a version of what we call the ‘Restrictive View’, according to which there are restrictions on the sorts of harms and benefits that should be included in proportionality assessments about the justifiability of going to war (whether cyber or kinetic). We (...) discuss two such views – the Just Cause Restrictive View and Rights-based Restrictive View – and find both wanting. By contrast, we defend what we call the ‘Permissive View’. This holds that all potential goods and bads should be included in proportionality decisions about cyber-measures, even those that appear to be trivial, and where the various harms and benefits are given different weights, according to their agent-relative and agent-neutral features. We argue further that accepting the Permissive View has broader implications for the ethical frameworks governing cyberwar, both in terms of whether cyberattack provide just cause for coercive responses, including kinetic warfare and cyber-responses, and whether cyber-measures should be governed by just war theory or a new theory for cyber-operations. Japan has been reported as a country with high levels of vaccine hesitancy. However, a lack of comprehensive reviews studying factors for vaccine hesitancy for the COVID-19 vaccines in the Japanese context from the perspective of ethical controversy exists. Using a narrative review method, we reviewed factors associated with vaccine hesitancy to the COVID-19 vaccines and examined issues related to ethical controversy among the Japanese population. Factors associated with vaccine hesitancy include concerns about vaccine safety, suspicion of vaccine inefficacy, mistrust (...) of the government, and low perceived threat. Factors associated with vaccine acceptance include environmental factors, factors related to Japanese cultural values, including collectivism and social norms, and positive attitudes toward information provided by authorities. Unique backgrounds in Japan are historical events such as the anti-HPV vaccine campaigns, the accessible medical system fostering high expectations of zero risk, and cultural factors of caring social norms influencing vaccine acceptance. Ethical controversies arise from preferences and practices at the individual or national level around individual rights versus public health benefits. Healthcare professionals and public health experts should continue dialoguing with the critical mass, practitioners, and policymakers, considering the ethical dilemmas surrounding individual rights and public health benefits. Insights obtained from this study indicate the need to develop tailored strategies to enhance vaccine acceptance while respecting individual autonomy within the Japanese context. (shrink)

For much of the twentieth century, philosophy and science went their separate ways. In moral philosophy, fear of the so-called naturalistic fallacy kept moral philosophers from incorporating developments in biology and psychology. Since the 1990s, however, many philosophers have drawn on recent advances in cognitive psychology, brain science, and evolutionary psychology to inform their work. This collaborative trend is especially strong in moral philosophy, and these three volumes bring together some of the most innovative work by both philosophers and psychologists (...) in this emerging interdisciplinary field. In the final year of his long life, eminent Thomist philosopher Jacques Maritain prepared a final book for publication: a collection of previously unpublished writings entitled Approaches san entraves, later translated into English as Untrammeled Approaches. That collection, both in its conversational yet reverent tone and in its weighty topics - faith, love, truth, beauty - gives the reader the sense that she is receiving from a great teacher and friend the most important nuggets of wisdom for the next generation. I temi della fede e della religione, e del loro conflitto con la cultura laica, sono da qualche tempo al centro di un interesse mediatico crescente, alimentato anche dalle polemiche politiche suscitate dal moltiplicarsi degli interventi e delle "scomuniche" del papa e della Conferenza Episcopale Italiana contro la modernità. Mancava fin qui, tuttavia, un testo di discussione, da punti di vista diversi e reciprocamente problematici, sulle ragioni dell'ateismo e della fede. Un confronto tra gli esponenti di tre posizioni ideologiche molto (...) lontane tra loro, accomunate però dal rifiuto di ogni appartenenza accademica: il cristianesimo nietzschiano del "pensiero debole" di Gianni Vattimo, la saggezza atea di una tradizione antica rilanciata da Michel Onfray e l'empirismo naturalistico-esistenziale della "filosofia del finito" di Paolo Flores d'Arcais. In questo insolito dialogo a tre voci emergono tutti gli interrogativi essenziali legati al problema, a partire da quello più generale: quali devono essere i rapporti tra filosofia e ateismo? In this chapter I provided such a formulation, before going on to locate the debate about bounded rationality against the background of competing pictures of cognitive virtue.
